## Purpose
Defines how decision-making authority may be delegated without losing accountability, traceability or governance control.

## Requirements for delegation
Every delegation should state: delegating authority; delegate role/person; decision domain; permitted actions; limits; effective date; expiry/review date; escalation threshold; whether sub-delegation is allowed; and revocation mechanism.

## Principles
Delegation transfers authority to act within scope, not ultimate institutional accountability. Delegation cannot override law, governing documents, committee mandates, host-institution authority, IEC/IRB requirements or other competent authority.

## Prohibited implied delegation
Access to a system, possession of a password, administrative ability to edit a page, historical practice, seniority, or informal instruction alone does not establish formal authority.

## Temporary delegation
Temporary cover during absence must be time-limited and recorded. Emergency action outside ordinary authority must be documented and reviewed promptly by the appropriate authority.

## Revocation
Delegation may be revoked for expiry, role change, conflict, risk, inactivity, performance concern or governance decision. Revocation must update system permissions and registers where applicable.
