GeNext MedEd Foundation — Delegation of Authority Standard Document code: GMEF-AUTH-002 Version: 1.0 Status: Controlled working standard Purpose Defines how decision-making authority may be delegated without losing accountability, traceability or governance control. Requirements for delegation Every delegation should state: delegating authority; delegate role/person; decision domain; permitted actions; limits; effective date; expiry/review date; escalation threshold; whether sub-delegation is allowed; and revocation mechanism. Principles Delegation transfers authority to act within scope, not ultimate institutional accountability. Delegation cannot override law, governing documents, committee mandates, host-institution authority, IEC/IRB requirements or other competent authority. Prohibited implied delegation Access to a system, possession of a password, administrative ability to edit a page, historical practice, seniority, or informal instruction alone does not establish formal authority. Temporary delegation Temporary cover during absence must be time-limited and recorded. Emergency action outside ordinary authority must be documented and reviewed promptly by the appropriate authority. Revocation Delegation may be revoked for expiry, role change, conflict, risk, inactivity, performance concern or governance decision. Revocation must update system permissions and registers where applicable. Register fields Delegation ID; delegator; delegate; scope; limits; start; expiry; status; evidence/reference; revocation/closure date.
